Man Arrested for Public Intoxication, Drugs

Police BeatAt approximately 1:47 p.m. on Wednesday, Aug. 27, Henderson County Sheriff Office Deputy Linus Moulton was dispatched to FM 2495 near the Lake Athens area of Henderson County to a welfare concern. Deputy Moulton observed a white male in the middle of the roadway on FM 2495. Deputy Moulton identified the male as William Riggins. While speaking with William, Deputy Moulton observed William to be intoxicated and he placed him under arrest for public intoxication. A search of William’s person was conducted and a loaded syringe containing a liquid substance believed to be methamphetamines was located inside of William’s shoe. William was then transported to the HCSO Jail for Possession Controlled Substance and Public Intoxication.

In the state of Texas, Possession Controlled Substance is a 3rd Degree Felony. The charge carries imprisonment in the Texas department of criminal justice for not more than 10 years or less than 2 years. In addition to imprisonment, an individual may be fined not to exceed $10,000. In the State of Texas, Public Intoxication is a Class C Misdemeanor. This charge if adjudged guilty is punishable by a fine not to exceed $500.
