Fire Chief Updates Athens City Council On Fire; Staff Works On Zoning

Listen to Fire Chief John McQueary Update the City Council

By Michael V. Hannigan

Athens Fire Chief John McQueary updated the City Council on the status of the Ag Services fertilizer fire site Monday night.

The fire May 29 at the ammonium nitrate storage facility at 105 Larkin Street operated by East Texas Ag Services caused officials to set up an evacuation zone in approximately a five block radius. Ammonium nitrate is an important fertilizer that was on the premises at both the Athens fire last week and the West Fertilizer Plant fire and explosion in April 2013.

Monday night, McQueary said since ammonium nitrate is still located at the site, Ag Services owner Ken McGee, Jr. has been asked to erect a six foot fence and have a person on watch around the clock.

The fire chief told the council multiple agencies had to approve a plan for the removal and disposal of the ammonium nitrate and the debris left by the fire. He said the plan has been put together and the various agencies are going through the approval process.

The fire chief said he did not know how long that would take.

He said he asked for the agencies to expedite the clean up, but said, “It’s got to be done right. If we miss a step, we’ll pay for it later.”

In a separate item, City Administrator Pam Burton told the council that city staffers were working on updating the zoning ordinance to account for hazardous materials, including ammonium nitrate.

Burton said the city actually had multiple options for dealing with the issue, and said staff including attorney Connor Bateman were working to “make sure we have everything covered.”

Athens Council to Talk Fire, Zoning Code, Land Purchase, and Airport

By Michael V. Hannigan

A very important agenda faces the Athens City Council tonight.

The council is scheduled to meet at 5:30 p.m. at the City Hall Annex. I will be posting from the meeting on a Facebook live thread, providing updates from the council chambers.

There are several notable items on the agenda tonight, including:

— Fertilizer fire update by Fire Chief John McQueary and Proclamation honoring First Responders involved with fertilizer fire … These two items definitely go together. I know most of Athens is interested in hearing what the fire chief has to say about the fire.

— Discuss updating zoning ordinance … The city is looking at changes to the zoning ordinance in regards to hazardous materials, including ammonium nitrate, the volatile fertilizer that played a key role in the West, Texas explosion and was involved in the recent local fire. You can read more about this here.

— Decision on Athens EDC request to buy 95 acres of land … The Economic Development Corporation has a plan to buy land adjacent to the current industrial park on Enterprise Street at a cost of about $859,000, or $9,000 an acre. You can get more information, including an audio clip of AEDC Executive Director Brian Malone, here.

— Decision to allow Airport Advisory Board to use an unpaid consultant … While this particular item is fairly simple, it is noteworthy because of the importance of extending the runway at the Athens Airport. You can here Airport Advisory Board member Steve Grant talk about the airport and runway project here.

Cedrick Alvin Collins

At approximately 1 p.m. on Sunday, June 8, the Athens Police Department responded to a shooting in the 700 block of Robbins Road. Upon arrival at the scene, officers found Cedrick Alvin Collins, 23, of Malakoff, lying on the ground beside his vehicle with what appeared to be a gunshot wound.

At least one witness in the area reported hearing gunshots and seeing two subjects fleeing the area on foot, northwest on Robbins Road. The fleeing subjects appeared to be black males; one with light skin tone and one with darker skin tone.

Collins was transported by ambulance to East Texas Medical Center-Athens where he died a short time later. Henderson County Justice of the Peace Randy Daniel conducted an inquest and ordered Collins’ body sent to the Southwest Institute of Forensic Sciences for an autopsy.

Athens police detectives, with the assistance of the Henderson County District Attorney’s Office and the Texas Rangers, are conducting the investigation. Collins’ vehicle and its contents are being processed for evidence. At this time, it is unknown if the subjects fleeing the vicinity are directly related to the shooting. However, it is believed that the two subjects were known by Collins.

Anyone with information relating to this incident is encouraged to contact Detective Adam Parkins at 903-675-5454. Tips can also be reported to the Henderson County Crime Stoppers by calling 800-545-8477, or online at www.hccstips.com.
